Notice on Requirements for Pre-departure Testing for Foreigners

The notice on the requirements for pre-departure testing for people departing from Australia to China is hereby issued, which will take effect on July 1, 2022. Passengers who take flights to China on July 1 (inclusive) and thereafter should follow the rules.

现发布自澳大利亚出发赴华人员行前检测有关要求的通知，于2022年7月1日生效，请乘坐7月1日（含）及此后航班赴华的旅客遵照执行。

I.Pre-trip inspection requirements

一、行前检测要求

(i) All passengers must undergo two nucleic acid tests within 48 hours before boarding the flight (must be conducted at two testing institutions with different names, with an interval of more than 24 hours between the two tests). To ensure a 24-hour interval between two nucleic acid tests, the first nucleic acid test must be completed the day before boarding. For example, if you plan to take a flight on July 3, the first nucleic acid test will be carried out on July 1, and the second nucleic acid test will be completed on the day the flight takes off on July 3.

（一）所有乘机人员须在登机前48小时内进行两次核酸检测（须在两家不同名称的检测机构进行，两次检测间隔24小时以上）。为确保两次核酸检测间隔24小时，第一次核酸检测须在登机前第二天完成。如：您拟乘7月3日航班，第一次核酸检测在7月1日当天进行，第二次核酸检测在7月3日航班起飞当天完成。

(ii) The second nucleic acid test must be completed on the day of departure of the flight. The airline is responsible for checking the report and does not need to be uploaded to the health code review platform. Please be sure to carry the paper version of the report with you for inspection by the airline before boarding.

（二）第二次核酸检测须在航班起飞当天完成，该报告由航空公司负责查验，无需上传至健康码审核平台，请务必随身携带纸质版报告，以便登机前航司查验。

 (iii) Passengers can apply for a health code after obtaining the first nucleic acid test report. Please select the Chinese embassy and consulate in Australia in the state (territory) where the first nucleic acid test is located and submit it under the "Testing Agency" item of the health code application system. If you meet the requirements, the embassy and consulate will issue you a "blue health code". Please bring the "blue health code" and the second negative nucleic acid test report to board the plane. Those who do not have a nucleic acid test report or the report does not meet the requirements will not be allowed to board the plane.

（三）乘客在获取第一次核酸检测报告后即可申请健康码。请在健康码申请系统的“检测机构”项下，选择第一次核酸检测所在州（领地）的中国驻澳使领馆并提交。如符合要求，使领馆将为您核发“蓝色健康码”。请您持“蓝色健康码”及第二次核酸检测阴性报告登机，对无核酸检测报告或报告不符合要求的，将不被允许登机。

(iv)Persons with a history of previous infection

（四）有既往感染史人员

既往感染史人员需向领区内中国驻澳使领馆提交两次核酸检测阴性证明（间隔24小时以上），并开始填写连续14天的《自我健康状况监测表》，经驻澳使领馆审核无异常的，可按要求进行登机前48小时内的两次核酸检测，对检测结果均为阴性的，审发健康码。

Persons with a history of previous infection must submit two negative nucleic acid test certificates (with an interval of more than 24 hours) to the Chinese embassy and consulate in Australia in the consular area, and start to fill in the "Self Health Status Monitoring Form" for 14 consecutive days. If the Australian embassy and consulates have no abnormality in the review, they can conduct two nucleic acid tests within 48 hours before boarding as required. If the test results are both negative, a health code will be issued.

(v) Close contacts or people with suspected symptoms

（五）密切接触者或有疑似症状人员  

当事人须进行5天健康监测，并填写《自我健康状况监测表》。无异常的，可按要求进行登机前48小时内的两次核酸检测。

The parties concerned must undergo 5-day health monitoring and fill in the "Self Health Status Monitoring Form". If there is no abnormality, two nucleic acid tests within 48 hours before boarding can be carried out as required.

Please prepare scans or screenshots of the following Documents in advance

请事先准备以下材料扫描图或截屏图：

1.The first nucleic acid test report within 48 hours before boarding；

1.登机前48小时内进行的第一次核酸检测报告； 

2.Persons with a history of infection, close contacts, and persons with suspected symptoms are also required to provide supplementary document such as relevant nucleic acid test reports and "Self-Health Status Monitoring Form" involved in the recovery process as required by this notice.

2.既往感染史人员、密切接触者、疑似症状人员另需按此通知要求提供痊愈过程涉及的相关核酸检测报告、《自我健康状况监测表》等补充材料；

3. Proof of Covid-19 vaccination (if any)

3.新冠疫苗接种证明（如有）；

4. Air ticket or itinerary for the departure route to China

4.离境赴华航线的机票或行程单；

5. Valid travel documents and visa to China (if required)

5.乘机有效旅行证件及赴华签证（如需）。

III.Important reminder

三、重要提醒 

(i) Passengers coming to China should monitor their own health, pay attention to protection before boarding and during the journey, to prevent the occurrence of boarding blockage and detention due to infection.

（一）来华人员应做好自我健康监测，注意登机前及旅途中防护，防止因感染导致登机受阻、滞留等情况发生。

(ii)Integrity in testing and reporting。Ensure that the detection data is true and valid. Tampering with test reports, maliciously uploading nucleic acid positive reports and other documents, or concealing illnesses and "fraudulently obtaining" health codes may be suspected of endangering public safety by dangerous methods, and will be severely investigated for legal responsibility.

（二）诚信进行检测和申报。确保检测数据真实、有效。篡改检测报告、恶意上传核酸阳性报告等材料或隐瞒病情“骗取”健康码，可能涉嫌以危险方法危害公共安全，会被严肃追究法律责任。

(iii) According to the needs of epidemic prevention, personnel coming to China should actively cooperate with the airline in various verification work.

（三）根据防疫需求，来华人员应积极配合航空公司各项核验工作。

(iv)The requirements for the issuance of health codes for passengers transiting to China via Australia are the same as those for passengers going to China from the origin

（四）经澳中转赴华乘客健康码核发要求与始发地赴华乘客相同。

(v)In order to reduce the risk of infection on the way, passengers living in Sydney and Melbourne should depart from the local area in principle because there are direct flights to China. If you need to go to another city to take a flight to China for special reasons, all tests must be completed in the city where the flight departs.

（五）为减少途中感染风险，在悉尼和墨尔本居住的乘客由于本地有赴华直航航班，原则上赴华应从本地出发。如有特殊原因需赴另一城市搭乘赴华航班的，所有检测均须在航班起飞城市完成。   

(vi)When boarding the plane, be sure to bring the test report provided when applying for the blue health code (it must be an official report issued by the testing agency, printed or electronic version, mobile phone text messages or doctor's certificates are not accepted) for the airline's secondary inspection.

（六）登机时务必携带申请蓝色健康码时提供的检测报告（须为检测机构出具的正式报告，打印件或电子版，不接受手机短信或医生证明），供航司二次查验。

(vii) Please check carefully when submitting materials to ensure that the materials are complete, so as not to affect the review progress. Do not upload unnecessary documents, and do not retest submissions

（七）请申请人提交材料时认真核对，确保材料齐全，以免影响审核进度。不要上传不需要的材料，也不要反复测试提交申请。

(viii)Please upload it as soon as you receive the test report. The embassies and consulates in Australia conduct audits in a timely manner every day. Please check online by yourself. Please be patient unless there are special circumstances.

（八）收到检测报告后请第一时间上传。驻澳使领馆每日均及时进行审核，请自行在线查询，无特殊情况请保持耐心。
